ECO Balance Group
Establishment of ECO balance group is regulated by the Law on renewable energy and high-efficiency cogeneration (Official Gazette, No. 100/2015; hereinafter: Law on OIEiVUK), consisting of eligible producers and other parties engaged in the electricity production and who are entitled to incentive price according to the purchase agreement with HROTE.
According to the Law on OIEiVUK HROTE has been designated as a balancing responsible party for ECO balance group, with responsibility for managing the ECO balance group, planning electricity production for the ECO balance group and the sale of electricity produced by the members of ECO balance group, in a transparent and non-discriminatory manner, on electricity market.
With the establishment of the ECO balance group HROTE will be required to settle the costs of balancing energy to the Croatian Transmission System Operator Ltd., due to deviation of hourly electricity production plan and realized hourly electricity delivery of ECO balance group. The costs of balancing energy of ECO balance group, according to the provisions of the Law on OIEiVUK, HROTE will borne from the funds in the system of purchase the electricity production from renewable energy sources and cogeneration, except the part of the costs that will be covered by the monthly fee paid by the members of ECO balance group.
The amount of balancing costs of ECO balance group depends on the deviation of hourly electricity production plan and realized hourly electricity delivery of ECO balance group, and is accounted in accordance with the Methodology for determining the price for the settlement of balancing energy for balance responsible parties adopted by the Croatian Energy Regulatory Agency.
